In the establishing goals and objectives stage of the project management initiating process the investigation team is tasked with the challenge of creating the summary scope and Deliverable Breakdown Structure (DBS) for the project. In this stage some of the questions the team will be asking the project sponsor (customer, client) are:
Why is the project needed?
Identify authority and responsibility
What are the objectives?
What are the deliverables?
Identify project constraints
What are the milestones like calendar, calendar range, contract dates, imposed dates and key event dates?
Develop the DBS
What is the time frame?
Identify Methods and Procedures
Identify Project Stakeholders
Establish Project Strategy
Identify Project Quality
